Evaporation is too aggressive, needs a little rework.

Recent changes to the simulator almost render this plugin unnecessary.  Although it might not hurt to leave it around; as it does provide a good way to evaporate as opposed to have water spread out and dissipate.

No longer need evaporation at all really.
